How disaster money gets to a fishing family

  1. The State asks. The Governor (or a tribe) requests a fishery resource disaster determination.
  2. NOAA decides. Commerce rules on the request, often long after its due date.
  3. Congress pays. Approved disasters wait for an appropriation, then NOAA allocates the money.
  4. A spend plan says who gets what. ADF&G drafts it, takes public comments (permit holders and crew can weigh in), and finalizes it.
  5. Applications open. The Pacific States Marine Fisheries Commission takes applications and pays out.

Why is it taking so long?

Each step (NOAA's decision, the appropriation, the spend plan and its comment periods, the application window) takes months. Past Cook Inlet disasters took about a year from the final spend plan to payments.

Who can get relief?

Each spend plan sets that. It usually covers permit holders who fished the affected fishery in the disaster years, and often crew, processors and communities.
